Il est né dans le Camp de réfugiés d'Al Bureij, à Gaza, en 1975. Il vit à Al Bureij et travaille à Gaza. Après des études d'informatique à l'Université islamique de Gaza, Raed se tourne vers les beaux-arts prend des cours de peinture murale, de croquis et de peinture à l'huile. Il a exposé individuellement à Ramallah et a participé à plusieurs expositions collectives en Palestine, en Jordanie, en Suisse et en Australie. Il a également fait partie du voyage accompagnant une exposition en France de 10 jeunes artistes palestiniens en 2003-2004. Il a été invité en 2003 au Braziers International Artists Workshop en Grande-Bretagne. En février 2009, il a pris part à l'exposition "Traces de Guerre" à Gaza avec neuf artistes gazaouites dont les oeuvres ont été détruites durant la guerre de décembre 2008.
